Mend Hoover Steam Vac Water Solution

Upholstery attachtment doesn't spray water solution for my Hoover Steam Vac?

I have 3 different Hoover Steam Vacs and none will rotate the brushes or spray water out of the upholstery tool. I have trouble shot the obvious. How do you take the bottom apart to replace or repair the motor for the brushes or make them work. Thanks, Ann
