Mend Golf Turn Key Turning

Starting my VW gOLF 1400 sE?

When I turn the key in my ignition I just get a click, turning the key a few times i just get more clicks finally 5 or 6 attempts the car will start perfectly....any ideas whether this is the ignition switch / starter or a relay??
