Mend Glow-worm 24cxi Boiler Heating Plumber

problem with boiler not refilling?

i have a glow worm 24cxi combi boiler it has started to lose pressure over a peroid of time dropping down to 0.9bar and i have just refilled it,but now when i turn the tap underneath nothing happens,can i repair it myself or do i need a plumber
