Mend Hoover F7431900 Turn Stopped Working

why do brushes on my hoover Carpet cleaner not turn?

Hoover carpet cleaner Model # F7431900 . The brushes on the carpet cleaner have stopped working. I cleaned the filter per the manual but that was no help.what can I do?

turn the brushes by hand. if they revolve VERY easily chances are the belt is broken - if it has a belt that is!!
