Mend LDV Convoy Fan Replaced Blown

heater fan keeps blowing on ldv convoy 2001?

I have replaced the fuse (15a) for the heater fan as it had blown. But when I switched the fan on, it blew again. Is the fuse the correct size or is there possibly another problem causing it to blow? The van is an LDV Convoy 2001 2.5 transit engine. Thanks for any help.

possibly short on wiring, but could be motor siezed remove n/s lower dash panel and remove convoluted heater hose and check to see if motor free.
