DRUM IS NOT MOVING?

DRUM IS NOT MOVING BUT MAKING NOISE AS THOUGH IT IS? AND IT IS NOT FILLING UP WITH WATER COULD IT BE THE BELT THAT IS THE PROBLEM

could be the belt that is stopping it from rotating the drum but wouldn't think this would stop it from filling.I would be checking the belt first off and going from there
