My Bissell has stopped sucking up water and I am left with wet carpets?

My Bissell seems to have stopped sucking up the water. I have checked the tanks are fitted properly. The motor is working as though it is sucking up, but the tank just isn't filling up. The clean water and detergent are going down so I know that the spray function is working ok. Is it time to buy a new one?
