Mend Yamaha Jog 50cc Start Carb Plug

yamaha jog 50cc wont start?

tried new carb , spark plug , and reed valves , there is a good spark , and fuel going to carb , and compression is good but wont start. it tries to start when you kick it but doesnt try to start with electric start any ideas thanks. its a 53 plate.
