SECOND FLOOR BOILER CANT GET OIL?

I RAN OUT OF OIL BUT MY BOILER IS ON THE SECOND FLOOR AND MY OIL TANK IS ON THE GROUND . THERE IS A TIGER LOOP FITTED BUT IT DOESNT SEEM TO BE ENOUGH TO DRAW THE OIL UP . IS THERE A SMALL OIL PUMP U CAN BUY TO HELP SUCK THE OIL UP?
