Mend Electrolux FRT20LSFM00 Fan Motor Runs

How can I fix my Electrolux/Frigidaire refrigerator/freezer?

Two year old refrigerator/freezer suddenly stopped freezing. Fan motor continually runs but blows room temp air. Capilary tube near compressor is frozen over with ice but coils are room temp. Compressor appears to work.
