open curcuit after power failure?

Internal fuse checked ok and backup battery volts checked ok.

I wonder if the power surge that accompanies a restoration of supply has blown a fuse either in your fused spur that supplies the alarm panel, or more likely an internal quick blow type fuse (glass body) you'll have to look inside the panel to find that one.
