Hoover Vision HD washing machine doesn`t spin properly?

My Hoover Vision HD washing machine doesn`t spin properly. When the machine has wet laundry in it doesn`t spin them out it only rotates slowly. I have tried turning it to the spin cycle after the wash has finished but it still only rotates slowly. When i removed the laundry and spun the machine empty it spun as it should do. The machine is 18 mths old. could it be the brushes in the motor need replacing?
