Mend Singer 3207 Machine Thread

How do I fix my singer sewing machine model number 3207?

I can't get the needle to pick up thread from bobbin. Once in a great while it will pick up the thread, but the thread won't pass over the front of the bobbin. When I start to sew thread gets bunch up in bobbin area. I would appreciate any suggestions.
