Mend Flavel Regent Wrong Gas Fire

what can be wrong with my Flavel Regent Gas Fire?

I have a Flavel Regent Gas Fire, it has 4 radiants, when on full, the outside 2 radiants glow bright orange, but the middle two are dull orange, & also when on setting 2 the two middle radiants are dull, I have swapped the radiants around, but no difference what could cause this, any help appreciated.
