please tell me what is wrong?

I turn on my xbox 360 the 3 rings lite up but the fan is not running.

RRoD mate, if the console is under three years then ring up xbox support and the'll send out a box to put it in and an address to germany to get repaired

Google - xbox 360 red rings of death.

unfortunately it sounds like somethings burnt out inside. I had the same thing happen to mine. If you ring up xbox support (phone numbers on the website) then they should fix it for free, but you'll have to send it off to them (they'll arrange courier etc).
