I worked this out for myself eventually. Its a pain. Drain oil and petrol. Remove cutter blades. Remove drive belt cover under deck, 3 8mm screws. Disconnect clutch cable and throttle pull at handle. Loosen bolt which holds starter cable on handle, and separate. Remove entire handle. Put rear axle height adjuster fully up and it push beyond that to access two self tappers behind the wheels, on the casing, which hold the axle in place, awkward because you must use the screwdiver on a slant. Remove the drive belt. You should now be able to remove the entire axle. My cable was broken close to the actuating lever. Remove the cable by cutting it above the deck and pulling it out of the grommet. The grommet will then come out in two pieces. Keep it. Remove the remnant of cable from the actuating lever, you will need to twist and turn it. Order a new cable from espares. Assembly as they say, so glibly, in the Haynes manuals is the reverse of the dissembly. Best of luck.
