how can I fix my mtd 22 inch push mower?

the machine starts immediately,runs a few seconds and stalls! have replaced plug. cleaned carb-bowl etc. set mixture and idle to specs as well as could without instruments. it sounds fuel starved but the bowl isw full and float functions. I suspect choke or guvenor but they are hard to get to!

Check to see if the gas cap vent hole is plugged.
If it is the fuel can't flow, but it will leak enough into the carb to start it...
