samsung rs21dcns, Water is making to the ice maker or the door dispens?

Water is not making to the ice maker or the door dispenser. The cooling fan in the fridge is making intermittent noises, sounding like the fan is catching onto something. Yesterday the fridge lost its temperature and started to warm up with the tempertrature indicator on the door flashing.
