Mend 240 Boiler Radiators Thermostat

How can I fix alpha 240 eco boiler?

I noticed that the radiators in the house were all hot BUT, the theromostat on the wall is set to 0 degrees, the setting on the boiler is set to hot water only and the timer is switched to off.

How can i fix this?
