Having bother with mine too, you def. access the pump from the front of the drivers wing behind the plasic inner-arch. Now to identify the fuse for the bugger.......

CORRECTION.......WHERE DID THE WORD 'MIRROR' COME FROM IN MY POST ? I have just bought a 1996 306 and the washer pump is under the drivers wing at the front. I think it's connected to the water bottle. I have no water coming out of my rear wiper so I will need to look at mine

Directly between the front and back bumper. You will see it, you will defo find it im sure...lol.
No seriously mate, i think they are under the black plastic just under the windscreen where the wiper motors are. Im trying to remember.
