how do i fix dripping tap in kitchen when i have no stop cock, mixer taps?

. mixer taps are dripping consantly in kitchen driving me mad had plumber in but he said can't be repaired need whole new unit, he did say you can have new tap unit insalled with added stop cock features built in was he taking the proverbial.
