How can i get it started?

I have a 12hp briggs engine . I can not get started. Put new air fillter, spark plug, put dry gas in tank. I do not know where to go from here HELP

Drain the car float chamber (take the bolt out the bottom, allow to drain for 10 seconds or so, then replace bolt). It's quite likely that water has got in.
