Mend Lawnflite Lawn Mower Wont Start Petrol

Hi. My brand new sit on mower won't start?

The lawnflite has petrol, oil and a charged battery. It turns over but won't kick in. Any help would be much appreciated

Does it have a choke ? Most modern cars have auto chokes but mowers tend to have manual ones,it will be a little lever - move it fully on ,start mower & move it slowly back to off as mower warms up or it will stall.
