We have a Peugeot 406 and the air conditioning is not working?

We have a Peugeot 406 and the air conditioning is not working?
The air conditioning has been switched on and the air fan is permanently stuck.....we can move the temperature up and down but the fans literally do not swicth off

The fan is supposed to run when air con is on. Does switching air con off switch off the fan? If so you do not have a fault.
