The "boiler on" led comes on only to indicate power to the boiler. The fan does not come on or anything else. The Boiler position has just been moved. Water pressure is at 1 bar. (Is this critical),
see if you have power to the fan if you do you may have a seized fan this is a fail safe the boiler will do nothing if the dosen't run

no, water pressure on a solo is not critical, have you got any external controls? (ie room stats,timers, zone valves?) if so ensure all are calling for heat or wire them out at the boiler to test the boiler only.
also, make sure the polarity is correct (ie. live is live, and neutral is neutral) when you switch on make sure the pump is running......
