How can I fix my washing machine Hoover Quatro 1300?

It was given to my daughter so I have never seen it working but when I started it the cycle doesn't seem to spin and when the grey hose is resting on the floor it doesn't drain. We took off the back and saw two white wires not connected to anything although they had a clear piece of plastic attached to them. Is this right or should they be connected and if so where to? Can anyone help who knows about a Hoover Quatro 1300

Did you mean hoover quatro ws 130
If so they could be the wires to the pump attatched to the grey pipe which sounds as though it is blocked .
