Toro model 20016 front wheels locked up?

I have had a lot of problems with the front wheel drive system on my Toro. Today, while mowing, the front wheels would not turn when the drive lever was pulled and the wheels tended to lock up. Is there a trouble shooting guide or repair manual that I can use to fix this myself? I'm mechanically inclined, but I like having a manual to refer to in case of trouble. This mower was purchased in 2002 ser # 220327872

Toro Toro 20016 Garden Tools, Lawn Mowers Model Lot Problems

Neighbor gave me his 20016 for the same reason. He had it fixed twice under warranty for this transmission problem. I was hoping it would get me through the season. It won't - it failed this morning. An obvious problem - surprised there hasn't been a recall.

My Mom gave me a 2 year old Toro model 20016 and the wheels are not locked up but won't pull. Belt is tight and it sounds like the gears are grinding sometime so I just push it. This thing has only been used maybe 10 times if that much. I guess its a bad problem and Toro should do something cause these things ain't cheap but they sure used cheap parts!!

Mine has broken in this way twice. Cost $125.00 for a new drive. I'm not getting it fixed again; I'm now getting ready to throw it in the dumpster. Toro is no help. Do not buy Toro!
