how do i get my mower started?

i have a 179cc kawasaki huskee supreme self propelling lawn mower. i have filled it with gas and oil and pushed the plastic bulb that primes the engine and gives it gas. and despite my best effort i can not get it to turn over. it does not even sound like it wants to start. i let it sit, thinking i had flooded it and have pulled the cord several times without success. this is the first time this season i have tried to start it. however last year, when it was new, i had trouble with it as well and several times had to ask someone else to get it started for me.
Any suggestions?
