why won't my mower start?

I have a Huskee 18.51 twin, briggs and stratton engine, model number 42A707 riding lawn mower. The battery is fully charged, it has gas, but when I try to start it, it won't do anything. It won't even make a noise. What can be wrong?

I have a cultivator with a Briggs and Stratton engine.
EVERY year, when I first try to start it I have to warm the carburretor, cylinders etc with a hot air gun (guess a hairdryer might do).
It then starts easily until it's left for another long period.
