Servis M6135 washing machine will not spin or agitate!?

I have a Servis M6135 washing machine that will not spin or agitate. The motor brushes are fine and motor has been stripped down and cleaned to see if this would fix the problem but still not working. Have had a look at the pcb and found a dry joint in the solder which was cleaned up and resoldered and all connections cleaned but still no joy.
Is there a way to test the motor off the machine to verify if this is the problem, if so where should I connect the wires?
And is there any suspect area on the pcb that I should look for, someone mentioned 2 resistors in parralel but there are no resistors in parralel on this board (Elmarc 45DX - 85DX Mini Sel 1300rpm).
