how can i stop my cold water tap off?

if we are talking about the ones with the plastic head that you turn off at ninety degrees (blue plastic )i think you will find the middle has ripped out, so remove the screw holding the plastic head, now turn with a pair of pliers, replace the plastic head ,turn these taps off regularly to prevent lime scale adhering to the inside ball part.
