Mend Porcher Tap Water Years

How to fix mixer tap with hot water now coming out instead of cold?

This kitchen mixer tap has worked well for almost twenty years with no leaks. Now we have hot water coming out when the cold water is turned on? Anybody help? It is more than just warmed water in the pipes in summer. The problem is intermittent.
Please help.
It is a 'Porcher' brand.
