Mend Renault Kangoo 1900 Diesel Light 2000

Kangoo water light will not go out?

Its a 2000 1900 diesel kangoo people carrier amd the water warnig light has come on ans stays on with the stop light and the gauge doesnt rise at all even when it warm .I have relaced the sender for temperature no change .Any ideas thanks
