The cooling system probably needs bleeding - on most clio's there are plastic screws on the top of the heater hoses. So, make sure the cooling system is full - you need to see liquid in the plastic expansion bottle - undo the plastic bleed screws until water comes out then tighten them again. Both heater hoses need to be piping hot before the heater will work properly.
