Mend Hoover TV30 Tumble Dryer Opened

tumble dryer hoover tv30?

the dryer is moving as normal but is not heating up, when i opened it to look the suppressor is damaged, is this likley to be the cause of it or not

The suppressor, or capacitor is usually there to prevent TV interference...... maybe its an element fault? If the capacitor is blackened though its seen better days.
