I have run a 313 sprinter for over 100k miles and about every 10k miles I have a power loss problem. I have found draining the water/diesel mix out of the diesel fuel filter gets it back running to full fitness again. It's a five minute job and the instructions are in the normal handbook you get with the Van. I also change this filter every 30k miles.

More than likely its the intercooler pipe connected to the outlet side of the turbo.

A sprinter wont rev past 3000 revs unless it is in gear and the clutch is out the whistle is present on most mercs i have worked on so thats not your problem sorry i cant help anymore

don't know about the turbo whistling but a mechanic once told me on the merc you can't rev beyond 3000,it's like a safety thing,i know mine is like that aswell when it's sitting idling,no matter if the pedal is right to the floor it won't go past 3!
