How can slow my KitchenAid mixer down on the stir speed?

Hi my Kitchenaid mixer KSM150 Artisan does not slow down on the Speed 1/Stir speeds in spite of me adjusting the distance of the speed plate... It still allows the speed to creep up on Speed 1... It holds all other speeds well. Is the governor/phase board/speed plate faulty? It is most frustrating when you have a bowl full of flour... Please help.... premanand2009@hotmail.com
