The Ideal Standard boilers are not the most reliable and the clicking I bet is from the top of the boiler where the fan is as the relay is attempting to start the failed fan. A new fan going again is a little unlucky but not unheard of.
The sludge (debris) in the system won't effect the fan in any way. It will decrease the efficiency of the system and if its so bad you will notice that the radiators remain cold at the bottom. You can get these powerflushed and/or take each radiator off flushing it out manually. Be warned that BG do charge almost double than anyone else for this. After flushing ensure an inhibitor is put into the system (Sentinel X100, etc.).
