how can i fix my ford escort van 1.8 deisel 1998?

A new heater fan. Or first have a look and see if any leaves or other odds and ends have got in there through the ir vents preventing the fan from turning. Check if there is electrics getting to the fan itself, by removing the fuse and put a digital meter to the points that touch the fuse and set the meter to 14 volts if 12 v vehicle and turn on the fan switch. If the needle registers then try at the fan itself after removing the weight of the van in plastic covers to get at it. Don/t forget to label each part with sticky tape of where it fits. Thats what I did and the problem was solved.

have you checked if there is a feed to switch if there is then check resistor unit under bonnet on top of heater intake,if there isn`t then it probably be faulty fuse box (after years of use solder joint around heater fuse blade holder cracks )
