The top rack of my kenmore dishwasher will not come clean?

The top rack of my kenmore ultra wash II dishwasher will not come clean. The bottom rack does fine.

Im having the same problem. I read that it may be from an insufficient amount of water in the dishwasher. I replaced the supply line, took the inlet control valve off and cleaned it (filters) and checked to make sure there werent any kinks in the water lines. I also checked the jets on the top rack washer arm to make sure they were not clogged. I just put it back together and I still dont think I got it. Might try thiose things though.
