How can I trouble shoot my Model # 6651584991 KENMORE Dishwasher?

My Model # 6651584991 KENMORE UltraWash III Dishwasher does not fill with water. If I manually fill it with water, the water is sprayed around normally. The Overfill float is free to move.
I suspect that the inlet valve maybe bad or clogged because I just put an older water heater back on line yesterday. another possibility is a clogged internal filter if there is one, or the pump motor is bad/ failing. I think that it is unlikely that the pump motor is bad because it sprays water and drains.
I am also looking for an free online repair manual / installation manual.
