Could be the diverter valve letting by hot water on the heating side. Way to check this is to make sure the heating system is cold, turn on a hot water tap and leave it running, check to see whether the boiler stays lit all the time the tap is running, if so, check the heating flow pipe - if it is getting warm then the diaphragm in the diverter valve needs replacing.
If, whilst the tap is open, the boiler fires up then shuts down continually, this indicates that a safety device (such as thermistor) is cutting in - this could be due to a faulty thermistor or scaled up heat exchanger.
