poterton performa 12 he?

this is a brand new boiler that rarley starts.when the timer asks for heat the boiler turns the main pump on and when the boiler senses water flow it starts the fan for about5 seconds then if it fails to light it rests itself.this goes on untill it finally starts((which isnt very often)or I turn the pwr off.
