how can i fix glowworm micron 50ff?

the boiler is not doing anything at all , when the programmer is calling for heat,the fan doesn't even run .my uncle who is an electrician hsa put his meter on the pcb where the wires go to the fan and he has a neg but no positive reading. does this point to the pcb or the fan ?
