prv will lift and allow water out if exp vess has no presure which means diaphram is perished in it try pumping up with foot pump on shrader valve on top

Paul Martin, what if there isn't enough pressure in the exp. vassel, how would one go about getting it to 14psi?

not neccessarily, expansion vessel may have lost pressure causing rise in htg pressure when running. ex vessel should have 14psi when boiler empty. car type valve on top of boiler at the back, unscrew cap and press valve. there should be pressue. if there is and at the right amount then pipe connecting vessel to htg must be blocked.
