how to fix my craftsman lawn tractor craftsman model no.917.271821?

my craftsman19.5 Hp electric start42in. automatic model no.
917.271821 Is getting too much gas. I unhooked the fuel line and it ran til it was out of gas. I think it has something to do with the govern but don't know how to adjust it.

make sure that the float in the carb isnt stuck, that would cause it to have too little or too much gas...this is what i would start with.
