Mend Hp Engine Generator

How do I tune up my 8 hp B & S pointless & needleless engine?

Engine is on a 4.5 kw generator. Starts ok but runs rough. There is no needle adjustment on the carb and no points to adjust. New plug and new gas. The governor hunts. Any suggestions?
