Mend Sears 917.25730 Tractor Drive Belt Clutch

1973 Sears Tractor 917.25730 Replaced Drive Belt?

Replaced belt ordred from Sears-checked before installing perfect size match-put new belt on with idler in the loose position-still cannot get enough slippage to let me shift gears-must you put some powder or something on the new belt to make the clutch work? Anyone Know secret?
