Need a New Key?

My dog chewed my 1999 1.5 civic aerodeck's only key, the plastic with chip (metal still intact and opens door) and the dealer says it will be £250 to sort ! I have the immobiliser key card system number and they say that's not enough to get a new key made anyone know the real answer ?
