what are the high and low settings on my homelite 360?

Your problem may not be the carb!
The 360 has a rubber throat/'boot' between the carb and the cylinder. Your saw is old enough that the rubber may have a tear/hole in it causing a 'carb' like problem.
To see the boot, remove the carb, release the rubber throat and split the saw by removing the 4 A/V bolts, the bottom handle and the oiler line. Be sure to pull the A/V plug behind the bar to see if the internal webbing has been torn.

TO ADJUST YOUR SAW FIRE IT UP AND GET IT WARMED UP.FIND THE 2 MIXTURE SCREWS ON THE CARB THE SLOW RUNNING SCREW IS THE ONE CLOSEST TO THE CYLINDER THE HIGH RUNNING JET SHOULD BE NEXT TO IT FURTHEST AWAY FROM THE CYLINDER.THE SAW SHOULD TAKE THROTTLE NO HESITATION FROM TICK-OVER.TO ADJUST THIS SCREW THE SLOW RUNNING JET IN OR OUT WHILST LETING SAW DROP TO IDLE THE SAW SHOULD RESPOND INSTANTLY REVING UP QUICKLY TO SET THE HIGH RUNNING THE SAW SHOULD BE HEARD TO 4-STROKE HOLD THROTTLE WIDE OPEN SCREW HIGH RUNNING IN OR OUT TILL FULL REVS ARE ACHEIVED THE SCREW SHOULD THEN BE TURNED ANTI-CLOCKWISE TILL SAW STARTS TO BURBLE THIS IS 4-STROKING YOUR SAW SHOULD BE REVING NICELY FROM TICKOVER TO FULL REVS. YOU MAY NEED TO ADJUST TICKOVER SLIGHTLY AFTER THIS HOPE THIS HELPS! P.S.THE SCREWS SHOULD BE 1 1/4 TURNS OUT FROM THE FACTORY!
